DVM measurement hints

I am not an electrical specialist, so please give me more information on how I measure this data.

* 12V is stable. I have the 12V connected to ignition 12V. I took both GND and ignition 12V from the radio harness, which usually is not a problem.

* The green wire in the harness coming from the gauge is damaged

** Please fix the damaged wire before proceeding.

** If the damaged wire is causing problems, it is very unlikely that it will get solved.
